Hajj becoming obligatory due to being in Makkah after Ramadhan

Just a quick question:

Does Hajj become obligatory on a person (for that year) if he is in Makkah after Ramadhan?

If you don't have the resource's to stay then NO.

This issue is discussed in Fatawa Dar-al-Uloom Zakariyya Volume 3 pg 358(This book is present in Iftaa class)
and in
Contemporary Fatawa by Mufti Taqi Uthmani(Mudda Dhilluhu alayna) published by Azhar Academy pg 74(This book is also present in iftaa class but the print is different)

Mufti Farooq Saheb or Mufti Falahi Saheb mentioned this issue to us whilst we were in Arbi Chaharum and they were of the opinion that it will be obligatory. (Please verify)

I asked Mufti Farooq sahib, and he is of the opinion that hajj does become obligatory therefore if he cannot perform it himself, he should appoint somebody to perform Hajj-e-Badl on his behalf.
Mufti Nazeer Sahib is of the opinion that hajj does not become obligatory due to visa restrictions coming under the category of Ihsaar, which nullifies this obligation.

Alhumdulillah.

The opportunity to spend time with people who are not just well-seasoned and experienced in life and not just people who are Professors and Masters of their discipline, who also have excellent knowledge over other disciplines but people who are also high in the ranks of love for the Prophet, companionship with other elders themselves and close to Allah the creator Priceless. May Allah enter all our teacher's into Jannah without accountability. Aameen
