Prevention rather than intervention
One of the principles of Islam is prevention rather than intervention.
It prevents the consumption of alcohol as this leads to many vices: murder, fatal car accidents, rape e.c.t rather than wasting valuable tax payers money on law enforcement which is barely competent in catching the perpetrators in the first place leaving society displaced!

If I remember correctly, this was amongst the 'Malfoodhaat' of Imam Abu Hanifa Rahimahullah.
