Allah’s Divine Determination and Decree (al-Qadâ’ and al-Qadr)

We have already seen that Allah is the Creator of all things. Nothing
happens in Allah’s creation except what He wills. Everything in creation is
in accordance with His divine will and His divine decree. Everything that is
going to happen, both good and bad, is predetermined in Allah’s eternal
knowledge.

We must know that Allah is even the Creator of our actions. Allah says in
the Holy Qur’ân: Allah created you and the things that you do. [Sûrah
al-Sâffât, 96]

Belief in the divine Decree is one of the pillars of faith mentioned in the
famous hadith of Jibrîl. The angel Jibrîl came to Allah’s Messenger and
asked him about faith. Allah’s Messenger replied, “Faith is to believe in
Allah, His angels, His books, His messengers, the Hereafter, and divine
decree, both the good and the bad of it.” [Sahih al-Bukhari, Kitab al-Iman,
50 and Sahih Muslim, Kitab al-Iman, 8 & 10]

How Can Allah Punish Us for Our Sins if He Creates Our Actions?

Allah has given us freedom of choice. Man is free to do good or evil. This
does not mean that we have the power to go against the divine will of Allah.
It is Allah’s will that we have this choice. Allah created our free will.
This means that we may sometimes choose good and sometimes choose evil.
Allah creates our actions according to what we intend. It is Allah’s will to
create the actions for us in accordance with our intentions.

This is what is meant by our free will. This is the meaning of Allah’s
words: You cannot exercise your will except that Allah wills. [Sûrah
al-Insân, 30]

When we choose to do right, Allah creates our actions according to our
choice. In this way we earn good deeds. He rewards us on what we earn, based
on our intentions. When we choose to do evil, Allah creates our actions
according to our choice. In this way we earn evil deeds. Allah’s creation of
the action is not evil. Evil is what we earn from the bad choices that we
make.
